Council to OK Resort, Dicterow Predicts

Despite another contentious hearing this week, the City Council is likely to approve plans Tuesday for a luxury resort on the shoreline site of an empty trailer park, Mayor Steve Dicterow said.

His prediction stems from changes to the plan, suggested by Councilman Paul Freeman, which the majority of the council appears to support. Those changes include expanding the project’s bluff-top park, creating a formal garden and reducing the number of acres available to build homes from 10 to six. In exchange, the city would waive development fees estimated at $1.5 million, Freeman said.

Plans to convert the Treasure Island mobile home park have drawn criticism mostly from residents in the southern end of Laguna Beach, who have packed City Hall to voice their complaints. The proposal’s foes oppose any homes in the project and want more space for parks and gardens. Some opponents don’t support the hotel, preferring a conference center without overnight accommodations.
