Moynihan Says IRS Can Be Reformed

A senior U.S. senator said the federal government can and will get the worst aspects of the Internal Revenue Service under control. Speaking two days after the conclusion of congressional hearings on alleged IRS abuses and one day before the Senate takes up legislation to overhaul the tax-collecting agency, Daniel Patrick Moynihan (D-N.Y.) said the job is doable. “The IRS is not out of control; it’s just not under control,” Moynihan said on CBS-TV’s “Face the Nation.” “There is no management system.” But he expressed confidence in Congress and the agency’s new director, Charles O. Rossotti, to create such a system and give it a face that is friendlier to the public.
