Hezbollah Makes Limited Offer to U.S.

The Iranian-backed Hezbollah declared that it wants a dialogue with the American people and a better image in the West--a drastic shift for a movement linked to the kidnappings of Westerners and the deadly 1983 bombing of a U.S. Marine barracks here. But the overture came with a limitation: Better ties with the U.S. government are impossible as long as it supports Israel, said Nayef Kraim, the Hezbollah spokesman. The State Department said as recently as last month that Hezbollah was still active in terrorism.
