The Senate unanimously approved and sent to the White House legislation to help state and local police agencies buy bulletproof vests. The measure provides $25 million for a 50% matching grant program run by the Justice Department. President Clinton is expected to sign the measure, which was approved Tuesday by the House. The FBI said that more than 30% of the 1,182 officers killed by firearms in the line of duty since 1980 could have been saved by body armor.
