Clinic Fraud Sentencing

A business manager for a now-defunct psychological testing facility has been sentenced to 27 months in prison after pleading guilty to participating in a scheme to bilk insurance carriers and employers out of millions of dollars by preparing bogus psychological reports, the U.S. Attorney’s office said Wednesday.

Jerome M. Monsey, 65, a Fort Lauderdale resident who formerly lived in Huntington Beach, also was fined $25,000 on Tuesday by U.S. District Judge Consuelo B. Marshall.

Monsey was one of four principals of the clinic to be indicted in 1996. They were accused of overcharging and misleading workers’ compensation insurance carriers.

The other three, including Monsey’s wife, Barbara Kalb Monsey, a clinical psychologist who was the owner and president of the clinic, were sentenced in March. She also drew a term of 27 months.

According to the indictment, the Signal Hill clinic, American Psychometric Consultants, submitted padded bills for psychological evaluations totaling $18.7 million.
