SURF’S UP: The names of Kenneth W. Starr and Monica S. Lewinsky are proving to be popular fodder as calling cards for Internet Web sites. Nearly 70 domains bearing all or parts of the names of the special prosecutor and/or the former White House intern have cropped up on the Internet, according to Network Solutions Inc., a Vienna, Va.-based company that registers Internet domain names. The site names represent a range of feelings. Along with ILOVEMONICALEWINSKY.COM, for example, is the IHATEMONICALEWINSKY.COM site; in addition to the apparently neutral STARR-REPORT-RESPONSE.COM there’s IMPEACHSTARR.COM. Some of the sites, however, are not operational and many have nothing to do with the White House scandal. For example, typing WWW.STARRSUCKS.COM will bring Web surfers to the home page of Blueberry Hill Communications, a Palm Desert, Calif., Internet service provider that sells e-mail and Web page hosting services. The company’s clients include a man from Cleveland who paid $120 on July 6 to register the STARRSUCKS.COM name, said Blueberry Hill president Craige Campbell. “Since he registered it July 6, it’s probably connected to the scandal. But I don’t know if he plans” to set up an actual Web page or not, Campbell said.

GENERATION (SE)X: At Roxanne’s, a popular singles spot in Washington where Lewinsky herself has swigged beer and socialized, the talk Saturday night centered on neither legal jeopardy nor political fallout. It was all about sex. Couples were swapping their favorite passages from the Starr report, normal barriers of propriety gone. The Relationship elicited reactions ranging from nonchalance to disgust. Sarah Goebel, at 24 just a year younger than Lewinsky, was in the middle of her bachelor-ette party. She wore a T-shirt decorated with dozens of LifeSaver candies. For a dollar, any guy who wanted could bite a candy off the shirt. “Nothing surprises me,” Goebel said. “People do this stuff.” But Caroline Harper, heading for the dance floor, said of Lewinsky and President Clinton: “They both need counseling.”

HAIL, LIECHTENSTEIN! With the Starr report dominating Congress’ agenda, Rep. Tom Lantos (D-San Mateo) is swimming against the tide. Disgusted by so much focus on what he considers a trivial matter, Lantos--a member of the House Committee on International Relations--says he will deliver a foreign policy address on the House floor every day until the matter is resolved. Are there enough nations in the world, or foreign-policy conflicts, to keep him talking that long?

ON POINT: While the House was disseminating Starr’s lurid report to the entire world Friday via the Internet, the House subcommittee on telecommunications, trade and consumer protection was holding a hearing about how to protect children from pornography on the Net.

POINT BLANK: During House Majority Leader Dick Armey’s weekly meeting with Capitol reporters on Tuesday, the jam-packed room burst into raucous laughter as one reporter prefaced a question about the Lewinsky scandal by saying, “If you were in [the president’s] position . . . “ Armey (R-Texas) didn’t miss a beat. “If I were, I would be looking up from a pool of blood and hearing [my wife say]: ‘How do I reload this thing?’ ”
