Land-Mine Treaty to Go Into Effect

A treaty aimed at eliminating antipersonnel land mines will take effect in six months, the U.N. announced after the West African nation of Burkino Faso became the 40th country to ratify the pact. The treaty was signed by more than 120 countries in Ottawa in December. The U.S. refused to sign the treaty, arguing that the weapons are needed to deter North Korea from invading South Korea.
