Restrictions Banned During Black Festival

A federal judge sided with NAACP lawyers who argued that Daytona Beach, Fla., was trying to keep black students out of its resort district by restricting traffic during an event called Black College Reunion. U.S. District Judge Patricia Fawcett banned the city from enforcing the restriction, which would allow beach access only to residents, hotel guests and those conducting business. Others would have to park their cars and take a shuttle.
