The Orange County Water District, which is based in Fountain Valley, has pledged to participate in an ultra low-flush toilet conservation program to encourage residents to replace inefficient toilets and help conserve water. The program aims to replace 55,000 toilets in the county per year. The water conserved as a result of the new, more efficient commode models is expected to be enough to serve about 13,000 residents in Orange County for a year.

The program is contingent upon participation by the Orange County Sanitation District, which is set to vote on the project soon.
