The City Council and Design Review Board still can’t agree on a precise definition of “view equity.”

An ocean view or even a canyon view is a prized feature of Laguna Beach’s most pricey homes. But views are another matter for land developers seeking to build homes.

The responsibility of deciding who gets to have a view and how much view can be taken away during the construction of a home belongs to the Design Review Board. The City Council becomes the court of last resort if a Design Review Board decision is appealed. On Tuesday, the two bodies met to try to reach agreement on the meaning of view equity.
