President Fidel Castro called on the Cuban people Monday to take to the streets for a second wave of mass protests aimed at pressuring the United States to return a 6-year-old boy at the center of a custody dispute.

Thousands of people gathered outside the U.S. mission in Havana, where hundreds of thousands demonstrated earlier this month.

Elian Gonzalez was found clinging to an inner tube off the Florida coast Nov. 25, after his mother died during an apparent attempt to illegally reach the United States. He is with relatives in Miami while federal officials consider his Cuban father’s claims on the boy.
