The Laguna Beach Planning Commission and Design Review Board voted 9 to 1 this month to approve parts of a final plan for the Treasure Island Destination Resort Community Development Project.

The members approved 275 rooms, 14 condos and 17 homes for the 31-acre, $150-million project proposed by the development firm of Bestar-Athens of Phoenix.

Planning Commissioner Norm Grossman said the members want to see more details on landscaping, lighting and the developer’s plans to build a city-owned Blufftop Park on the property.

Construction is expected to begin in April 2000, and take two years to complete.

The City Council is slated to vote on the final plan Jan. 11.
