PROPOSED SALE: AT&T; Corp. and British Telecommunications, the largest U.S. and British phone companies, have offered to sell assets in Britain to win European Union approval for their planned $3-billion joint venture. EU officials said the proposed sales will be enough to secure EU clearance for the joint venture, which will offer voice, data and Internet services. No details were given. The deal also requires approval by U.S. regulators. In NYSE trading, AT&T; shares rose $2.38 to close at $88.19. BT American depositary receipts surged $15.25 to close at $163.50.
