The city has two options to replace Councilwoman Eva Miner Bradford, who is resigning at the end of the month to become a Mormon missionary in Arizona, according to city officials. Within 30 days of her seat becoming vacant, expected to be Feb. 28, the City Council can either appoint a replacement or schedule a special election.

Mayor Kenneth Blake said he expects the council to make the appointment rather than call an election, which he said could cost the city as much as $35,000. The council also will decide the selection process, City Manager Daniel Keen said.
