3 Panels on Iraq Policy Are Named

Three U.N. panels were named to make recommendations to the Security Council on its dealings with Baghdad, including how to resume stalled Iraqi disarmament. The 20-member panel on the controversial arms issue includes five current staff experts from the U.N. Special Commission involved in scrapping Iraq’s weapons of mass destruction that Baghdad has vowed not to allow back into the country. There was no indication whether the arms group will try to visit Iraq. The other two less contentious panels, each made up of four senior members of the U.N. secretariat, are to advise the council on the humanitarian situation in sanctions-hit Iraq and on the unresolved issue of prisoners of war and property seized by Iraq after its 1990 invasion of Kuwait.
