Councilman David Shawver has a vision: He sees residents planting flowers and vegetation in a part of the city that would otherwise remain an eyesore. He proposed to council members Tuesday night a plan to convert 2.8 acres into a community garden on the north side of Katella Avenue, between the Orange County Flood Control Channel and the Southern Pacific Railroad. Shawver said the land will be subdivided into plots that residents can rent.
