The City Council Tuesday opposed an expansion of the city’s Cultural Resource Overlay District that would include homes along Mountain View Drive and streets between 1st Street and Irvine Boulevard. The district would require homeowners to seek permission from the city prior to any construction or restoration to their homes. In turn, the city could monitor the preservation of the 132 properties’ historical significance.
