* The U.S. Treasury plans to sell $15 billion of three- and six-month bills at its weekly auction, which will be Tuesday because the Treasury will be closed today for the Independence Day holiday. It will sell $7 billion of 9 1/2-year inflation-indexed notes on Wednesday.
