DHL Worldwide Express Inc., a closely held package delivery company, and the U.S. Postal Service said they will team to make U.S. and European deliveries and will charge less than FDX Corp. or United Parcel Service of America. DHL said it will handle for the Postal Service two-day deliveries of packages weighing as much as 70 pounds to 11 U.S. cities and 19 European countries. The service is scheduled to begin in mid-April. The Postal Service and DHL plan to charge $23 for shipments weighing up to half a pound, compared with $25.50 charged by FedEx and $27.50 by UPS, a Postal Service spokesman said. The partnership represents the Postal Service’s first foreign delivery service not provided through a state-owned postal agency. The accord is expected to boost the agency’s international operations, which have lost money in the last two years, a spokesman said.
