The city’s Redevelopment Agency has selected Urban Design Studio to prepare the Specific Plan for the El Toro Redevelopment Project Area. The consultant will develop criteria and standards on the El Toro Road corridor’s shape, function and community focus. Urban Design Studio also will look at options to improve existing businesses and traffic flow, and consider ideas for a major commercial hook that could compete with Laguna Hills Mall.
