The City Council on Tuesday rejected Homeplace Retirement Communities of America’s plan for a $60-million upscale retirement community, and sent it back to the Planning Commission for redesign. Council members objected to the four-story buildings proposed near Rose Drive and Alta Vista Street. They called for the top floors to be removed from the design plans.

Councilman Norman Z. Eckenrode said the project, as proposed, did not blend in with the surrounding environment. “It’s a monster,” Eckenrode said. “It should be two stories.”
