Re Robert Goyette’s Nov. 16 letter: The negotiations for the surrender of the Panama Canal to Panama began during the Eisenhower administration and continued during the Kennedy, Johnson, Nixon and Ford administrations. When President Carter took office the negotiations were completed except for the formal signing of the agreement.
