Roger W. Ferguson, a Harvard-trained economist and lawyer, was sworn in as vice chairman of the Federal Reserve Board by Fed Chairman Alan Greenspan. Ferguson, 47, who was nominated by President Clinton to fill a vacancy created by the departure of Alice Rivlin in July, is the third black to serve on the board.
