Debt Relief

President Clinton wants to forgive many nations their debt owed to the American taxpayer and signs legislation to raise congressmen’s pay (Sept. 30). Will he forgive the unfortunate taxpayer who may owe the IRS a few dollars also, or is giving raises to overpaid members of Congress a compassionate thing to do?
