The Community Redevelopment Agency board of directors will consider an agreement with Home Depot for the home-improvement retailer to pay for an environmental-impact report on the property it wants to develop.

The board, which consists of members of the City Council, meets at 7 p.m. today at City Hall, 32400 Paseo Adelanto, San Juan Capistrano. Home Depot, with a $9-million bid, is the top contender for development of the 13-acre Lower Rosan Ranch.

A residents’ group opposes the home-improvement warehouse moving to the property because of concerns about noise, traffic and pollution.
