No Surplus

Re “Clinton Targets Middle Class With Budget Initiatives,” Feb. 8: I fail to see where there is any surplus in the budget. What President Clinton is proposing is called deficit spending. Your article states that “almost all the surplus would come from the Social Security program.” If this is so, then spending it is equivalent to my spending the money in my IRA or 401(k) program.
