Irvine officials are intrigued by a proposal that would unite Newport Beach and South County cities in efforts to quash plans for a commercial airport at El Toro and prevent the expansion of John Wayne Airport.

A week after City Council members invited Newport Beach to join them in battling the airport proposed for the closed El Toro Marine Corps Air Station, former Newport Beach Mayor Tom Edwards unveiled a Measure F settlement plan that calls for the creation of a mutual defense agreement.

The plan would extend the 1985 John Wayne settlement agreement, which limits the airport’s hours of operation and daily flights for another 20 years, preventing expansion of the airport until 2020.
