GARDEN GROVE

Garden Grove resident Carol Ann Helsel has been promoted to branch manager of the Chapman Branch Library, 9182 Chapman Ave. Helsel joined the Orange County Public Library in 1965, working as the children’s librarian at the Chapman branch for 30 years.
