Kashmir Group Hails Cease-Fire Offer

Islamic separatist leaders in Kashmir welcomed India’s offer of a unilateral cease-fire during the Muslim holy month of Ramadan and said they were ready for peace talks to end the decade-old insurgency. Indian Prime Minister Atal Behari Vajpayee said this week that his government had ordered security forces “not to initiate combat operations” during Ramadan, due to start this weekend, and called on guerrillas in the Himalayan region to do the same.
