Sullivan previously ran a legal and consulting practice focused on general corporate and securities law matters for technology and emerging growth companies. * Nicolette Allen has been appointed senior vice president and general manager of Anyloan Co., a subsidiary of New Century Financial Corp. in Irvine. She was formerly vice president and general manager of the Alliance One division of Option One Mortgage.

* Microsemi Corp. in Irvine named Rodney Masumoto to head its new Product Development Center in Irvine. He had been with Silicon Systems/Texas Instruments in Tustin.
