Freed Former General Vows to Return Home

Former Paraguayan army chief Lino Oviedo vowed to return home and even to run for president of the South American nation, whose bid to extradite him from neighboring Brazil on murder charges failed a day earlier.

Oviedo, 58, who walked free from a Brazilian prison after 18 months in custody, said a decision by the nation’s highest court to reject Paraguay’s petition to extradite him was a “triumph for Brazilian justice.”

Paraguay sought to extradite the charismatic ex-general to stand trial for allegedly masterminding the 1999 killings of Vice President Luis Maria Argana and his driver.
