* Re “Deregulation’s Ill Wind Blows Windfall to Morro Bay,” Feb. 1: You aptly captured the hardly disguised salivation of the mayor and city of Morro Bay over the promises of riches from the gas franchise fee. You are wrong about there being only “one cloud” on the horizon, however. The biggest “clouds” are the continuing environmental degradation of the estuary (one of the last remaining in California) caused by the power plant and the health risks imposed on the citizens of Morro Bay by the toxic air emissions from the plant. While our streets may get paved, our health and the health of the estuary will continue to suffer. Morro Bay’s “windfall” comes at a very high price.
