Congo Peace Talks Progress, but Rwanda Is Absent

African rebel and government leaders fighting a brutal war in Congo made substantial movement in peace talks Thursday, but the absence of Rwanda--a major player in the war--led many observers to worry for the peace process’ future.

Since Joseph Kabila became president of Congo last month after the assassination of his father, Laurent, the Congolese have expressed renewed willingness to make concessions for peace.

On Thursday, Kabila announced that he would invite to Congo former Botswana President Ketumile Masire--the mediator appointed by regional leaders whom Laurent Kabila had rejected.

Also Thursday, the rebel group Movement for the Liberation of Congo agreed to pull back from the front lines.
