From Times Wire Reports

President Bush proposed to boost funding for the National Institutes of Health by $2.8 billion, or 13.8%, the largest increase ever for the federal medical and scientific research centers.

In a time-honored tradition, Bush is previewing those parts of his budget where he plans to raise spending--notably education and defense--while saying little about cuts he will make when he sends his budget package to Congress on Wednesday.

The NIH funds academic research across the nation country through grants.
