Health and Human Services Secretary Tommy G. Thompson told governors that implementation of the Clinton administration’s new Medicaid programs and health care coverage for children of the working poor will be delayed for 60 days.

“During that time, we will consult with you, advocacy groups and health plans, and if changes need to be made, we will make them,” Thompson said.

The children’s health plan appropriates $24 billion over five years to help states expand health coverage to youngsters whose families earn too much for Medicaid, yet not enough to afford private health insurance.

The new Medicaid programs were targeted at people with special health care needs.
