Western mediators gave Macedonia’s feuding ethnic groups new proposals for a political settlement to their conflict and said it was up to them to reach agreement.

But sporadic fighting continued to cloud the talks. Overnight, government forces clashed with ethnic Albanian rebels crossing into Macedonia from neighboring Kosovo, the army said. Defense Ministry spokesman Marjan Gjurovski said there had been several other, smaller incidents.

The flare-ups came exactly a week after the North Atlantic Treaty Organization helped mediated a truce aimed at creating an atmosphere of calm for peace talks underway in Skopje, the capital.
