* Philips Electronics said it will hand over control of its mobile phone business to a Chinese partner as it scales down its role in an unprofitable business. The Dutch company will put its handset factories in a venture majority owned by China Electronics Corp. The Dutch company will fire 1,230 employees at a French plant and take a charge of about $259 million in the second or third quarter. Philips rivals Ericsson and Alcatel had previously out-sourced their handset manufacturing.
