U.S. air passenger traffic is expected to be down 15% to 20% for the Thanksgiving holiday from a year ago, a survey by the Air Transport Assn. said.

Air traffic has not fully recovered since the Sept. 11 terrorist attacks, and Monday’s crash of an American Airlines jet disrupted what had been a slow recovery.

Passenger traffic, measured in miles flown by paying passengers, was running about 24% below a year ago through the first 13 days of November and was down 23% in October, the Washington-based association said.

The systemwide load factor, a measure of how much aircraft capacity is used, fell to 62.7% in October from 70.6% a year ago.
