Re “Castro OKs U.S. Transport of Food,” Nov. 18: In the wake of Hurricane Michelle, Congress and Fidel Castro have agreed to an emergency food sale for which the island must pay in cash. But would it be any less humanitarian, or anti-Communist, if we accepted at least a partial payment in cigars?
