Clarify Bush Doctrine on Global Terrorism

An outcome of the tragic events of Sept. 11 that has far-reaching ramifications is the declaration of what has become known as the “Bush doctrine.” Its message is that “anyone or any state that harbors terrorists are terrorists.” It is a logical approach; however, we must be careful in its application.

The long-range consequence of adhering to the doctrine in the strict sense is the danger of establishing perpetual warfare. Indiscriminate use can lead to chaos. We should be wary of the use of out-of-control violence to overcome terrorism.

There must be a meaningful clarification of the doctrine’s intent and implementation. It is time for the American people to think intelligently with a clear vision of how best to achieve peace. As a major player in global affairs, America has the responsibility to get it straight.
