Nation Holds First Local Elections

Cambodia held its first local elections, and Prime Minister Hun Sen’s party won most seats in the capital, Phnom Penh, preliminary results showed. It was also expected to do well in the countryside.
The vote, hailed as a major step toward strengthening democracy in Cambodia, was held to choose councils to govern 1,621 communes, or clusters of villages.
Final results won’t be announced for at least two weeks.
