Government Agrees on Cease-Fire With Rebels

Chad agreed on a cease-fire with the rebel Movement for Democracy and Justice in Chad, the first tangible step in a Libyan-sponsored accord to end a three-year revolt.

Interior Minister Abderaman Moussa and rebel chief Youssef Togoimi signed the deal after three days of talks in Libya’s capital, Tripoli. The accord provides for an immediate cease-fire, an end to the propaganda war between the two sides, amnesty and release of prisoners, and state jobs for rebel leaders.

Oil-rich Libya is the main source of aid to Chad, its southern neighbor.
