Secretary of State Colin L. Powell told the Senate Foreign Relations Committee that he plans to travel to India and Pakistan this month to try to ease tensions between the two South Asian nations.

Powell aims to get a dialogue going between the two nuclear-armed rivals, whose dispute over the territory of Kashmir has brought them to the brink of a fourth war.

Powell will visit the two countries en route to a gathering of Southeast Asian nations in Brunei.
