Polls Open After Deadly Months of Campaigning

Voting for hundreds of thousands of local government positions opened in the Philippines, where 70 people have been killed since campaigning began in May, officials said.
Three people on their way to vote Monday were killed when gunmen opened fire on them on Tawi Tawi island, a military report said. An 18-year-old candidate for a youth council was found dead in South Cotabato, police said.
