Government Tightens Controls on Adoptions

Vietnam is tightening controls over foreign adoptions of Vietnamese children in an attempt to halt fraud and child trafficking.

Under the new policy, which takes effect Jan. 2, all adoptions must be approved by a special agency in the Ministry of Justice, a ministry official said.

Children will able to be adopted only by foreigners from countries that have bilateral adoption agreements with Vietnam, she said. Only France has such an agreement, but several other countries are negotiating deals.

More than 10,000 Vietnamese children have been adopted by foreigners since the mid-1980s.
