From Times Wire Reports

In a report on the densely populated college community of 20,000 residents, the county grand jury called Isla Vista a “community in neglect” that sorely needs someone or some agency to take charge.

The grand jury report said the county Board of Supervisors needs to determine which of the more than 27 agencies with overlapping jurisdiction over Isla Vista should take the lead. The panel made 18 recommendations aimed at crime, congestion, overcrowding, poor lighting and blight.
