Privately held WINfirst Inc., which planned to provide interactive television over fiber-optic cable in Los Angeles and other cities, filed for Chapter 11 bankruptcy after failing to raise the capital to build those costly networks. The company operates only in Sacramento, where it offers television and telephone services and high-speed Internet access. It has contracts to provide service in seven other cities. It is unclear if the company will be able to keep those agreements.
