An Iraqi Kurd, carrying about 22 pounds of explosives, was arrested Friday and accused by the government of belonging to an international terrorist group that previously tried to attack the Afghan president.

Akram Taufiq Muramy is suspected of planning a suicide bombing attack against President Hamid Karzai or Defense Minister Mohammad Qassim Fahim, according to a government statement. Afghan intelligence services arrested him on a street corner in the Wazir Akbar Khan district, where many foreigners live and work.

The statement did not specify the group to which Muramy allegedly belonged, but the Afghan government routinely uses the phrase “international terror group” in describing Al Qaeda.

Karzai was the target of a Sept. 5 assassination attempt, prompting him to replace his Afghan bodyguards with U.S. troops.
