Iraqis and their future leaders must contend with what war has wrought,
including the dead, the lawless and the needy. In Baghdad, funerals are a common sight, and the looting has eased now that Marines are patrolling. But water is out in much of the city, and two bombed power plants have been looted. Other cities, such as Basra, face similar challenges as they make liberation more livable.
