Rights Group Says Prisoner Was Tortured

An Uzbek man died after apparently being tortured while in police custody -- the fourth alleged torture death this year in the Central Asian nation long criticized for its poor human rights record, New York-based Human Rights Watch said.
The body of Kamoliddin Jumaniyazov, 25, was returned to his family on Dec. 7, eight days after his arrest, with visible marks of torture, the group said. Jumaniyazov was arrested on suspicion of theft. Police said he had hanged himself in his cell and refused to investigate.
